The Anti-Corruption Commission (ACC) Reform Commission's report places the highest importance on transforming the agency into a strong and independent institution by freeing it from political influence. The primary goal of the report is to bring transparency to the ACC's recruitment process and, by reducing bureaucratic complexities, grant the agency full power to operate its own prosecution and investigative units. It recommends restructuring the commission's current framework to make it more accountable and ensuring protection for commissioners similar to that of the higher courts, so they do not succumb to any fear or pressure.
Secondly, the report emphasizes increasing the use of modern information technology and intelligence surveillance to prevent corruption. It proposes granting special legal powers for the recovery of laundered money (Asset Recovery) and bringing high-profile offenders to justice. At the same time, a roadmap has been presented for building social resistance through the regular public disclosure of government officials' wealth statements and the creation of public awareness. Fundamentally, the main objective of this reform is to develop the ACC not merely as a 'toothless tiger,' but as a vigilant guardian of good governance.
