Secondly, the report proposes the formation of an independent 'Local Government Commission' to ensure transparency and accountability, which will work on monitoring irregularities of public representatives and institutional reforms. Alongside ensuring the participation of women and marginalized communities, it outlines a roadmap to bring civic amenities to the people's fingertips through digital services.
